Post-Doctoral Researcher (foreign) – Mozambique

The Institute of Development Studies (IDS) provides world-class research, learning, and teaching that transform the knowledge, action, and leadership needed for more equitable and sustainable development globally.

We are looking to recruit a postdoctoral researcher with a strong focus on applying research and analytical skills to international development programming. The position is embedded in POTENCIAR, an FCDO-funded governance, accountability and inclusive development program in Mozambique, but also includes opportunities to work on other IDS research projects (whether in Mozambique, elsewhere in Africa Where in the world). The incumbent will be based in Maputo for the first 18 months of the contract, with the option thereafter to stay in Maputo or relocate to the UK to work at IDS on the University of Sussex Brighton campus (with current international contracts travel to Mozambique and elsewhere).

Applicants will bring qualitative research skills and an ability to work in Portuguese and English. Ethnographic and participatory action research skills, skills in gender analysis and social inclusions, expertise in knowledge management, knowledge of Mozambique and experience working on issues of governance and accountability (particularly as it relates to concerning health systems and/or social protection) are desirable.

POTENCIAR is a program focused on addressing accountability and governance issues that undermine the delivery of basic services in Mozambique. The program takes an innovative research-driven and knowledge-focused adaptive approach to achieving inclusive development results through a series of Collaborative Accountability Initiatives (PAIs) at district and provincial levels with associated evidence synthesis strategies , communication and advocacy at the national level. Funded by British aid through the Foreign, Commonwealth and Development Office (FDO) and overseen by the British High Commission in Maputo, the program aims to contribute to national efforts to increase transparency, accountability and responsiveness of government to citizen demands and improve human development. results. The initial phase of program work focused on IAPs in Nampula Province, northern Mozambique, which aim to promote the humanization of maternal health services and reduce levels of disrespect and neglect. abuse, as well as support for a national campaign to end obstetric violence. Work is currently underway to identify priorities for further ISPs in other sectors and/or provinces, beginning with exploratory research on social protection policies and service delivery. POTENCIAR is implemented by a consortium consisting of Chemonics (consortium leader), IDS (research, evidence and learning leader), Konung International, CESC and COWI. The program is implemented by a team based in Maputo and Nampula and composed of staff seconded to the Program Management Unit (PMU) by different consortium partners, supported by an extended international team of specialist consultants. The project is expected to last until March 2024 but could be extended until March 2026 at the discretion of the FCDO, following an external review to be held in 2023.

This is an international IDS position and for at least the first 18 months of the two-year post-doctoral fellowship, the position holder is expected to be based in Maputo, Mozambique and working as a member of the team in charge of the POTENCIAR program. POTENCIAR has introduced a unique team approach, which means that while individual team members report to a senior manager in the consortium partner who employs them (who provides mentorship, technical support and quality assurance) They are also part of an integrated PMU team and are expected to work closely with all other colleagues under the direction of the Team Leader. Thus, the PDR will have both specific responsibilities as a Research, Evidence and Learning (REL) Officer for POTENCIAR and general responsibilities as an IDS post-doctoral researcher.

The job holder’s responsibilities as POTENCIAR REL Manager include:

Research and Knowledge Management Activities • Undertake qualitative, participatory and/or action-oriented field research in Mozambique, to identify key issues and priority entry points and to inform strategies for accountability and inclusion in different areas of service delivery in health, social protection and other related sectors (potentially including nutrition, water and sanitation and education). • Undertake evidence synthesis and analysis of secondary data, including conducting literature reviews and other background research activities. • Oversee the integration of relevant primary and secondary data sources into the POTENCIAR knowledge base for internal use and external sharing. • Write and edit the POTENCIAR research synthesis and other knowledge sharing outputs in formats accessible to scholars and practitioners (either writing directly in English and Portuguese, or supervising/verifying translations as necessary). Monitoring, evaluation and learning activities • Design and facilitate program learning events with staff and partners • Support the IAP Manager in designing and facilitating Theory of Action workshops (at district and provincial level) • Co-design and co-facilitate Program Level Theory of Change (ToC) workshops with IDS ToC Lead • Provide technical analysis and support to Deputy Team Leader and to other PMU staff to identify, analyze and write case studies/change stories and other qualitative materials to document program contributions to short and medium term behavior and performance change and to longer-term impacts on human development. • Provide technical inputs to the drafting of terms of reference and methodology/data collection strategies for the external program review (expected to take place in early 2023) and other key monitoring and reporting activities. Evaluation. • Contribute to quarterly and annual program reports as agreed with the Deputy Team Leader.

Management and Coordination Activities • Act as line manager for the PMU Research and Communications Officer based in Maputo, providing them with mentorship and capacity development support as well as agreeing their work plan (in coordination with the team leader and other key PMU managers) and monitoring compliance with deadlines and quality of delivered products. • Act as a professional mentor and provide quality assurance support for the research and knowledge management work of the Nampula-based Monitoring, Research, Evidence and Learning Officer. •Act as Chair of the POTENCIAR Analytical Strategy Group, organize and document meetings of relevant PMU staff and consortium partners to ensure the quality and efficiency of the program’s analytical work. •Participate in PMU coordination and planning activities as required.

The post holder will be a member of the IDS Power and Popular Politics Research Hub, which will provide a seat within the Institute. The cluster leader and members provide broad intellectual support to achieve a program of published works and seek appropriate future funding opportunities, developing independent fundraising skills. The general responsibilities of an IDS Postdoctoral Fellow, which will occupy an increasing proportion of PDR time during the second year of the contract, include:

Research Activities • Undertake a range of desk research, including carrying out literature reviews and other substantive research activities in a timely manner to the agreed standard. • Undertake field research, as appropriate. •Maintain up-to-date knowledge of major literatures and methodologies on relevant research areas. • Write literature reviews, formal reports and other project summaries, including web subject guides, discussion papers and other documents as required in accordance with agreed specifications. •Produce high-quality publications, aiming for at least one article-length article during each year of the postdoctoral fellowship.

Networking and Liaison • Build and maintain networks and relationships with clients, funders and partner organizations. •Promote the work of the Institute both nationally and internationally. •Develop ties with external contacts to foster collaboration and partnerships.

Communications •Work on all aspects of effective communications results in relation to IDS work beyond POTENCIAR, including social media, media interviews and production of high quality publications.

Teaching and learning •Contribute to post-graduate teaching and the production of online teaching materials.

The postdoctoral research position is a fixed-term position, normally for two years. It is normally fully funded in the first year and 75% funded in the second year, at which point individuals will need to start diversifying their funding and looking for funding opportunities. With support and training, the goal is for the post-doctoral researcher to develop their own portfolio of work. It is expected that for the right candidate, this role will eventually lead to the possibility of applying for a Fellowship position at IDS, subject to a vacancy and meeting the required standards as assessed by the review board and promotion of scholarship holders.
